Introduction

Digital life plays a significant role in the UAE society, aligning with the government’s efforts to keep pace with the Fourth Industrial Revolution, the Artificial Intelligence Revolution, and the goals of the "UAE Centennial 2071." In addition to anticipating the future and integrating technology into all future sectors. The UAE society is considered one of the world's most advanced in digital life indicators, thanks to the widespread culture of internet use and the availability and popularity of social media. The UAE has achieved top rankings globally in various international indicators related to the internet and social media.
This progress in digital life indicators underscores the importance of combating the risks faced by the UAE society in relation to the quality of digital life, the widespread internet culture, and the extensive engagement with the digital world and various applications across all segments of society.
Therefore, there was a need to launch a national policy aimed at ensuring the quality of life for UAE society members in the digital world by providing a safe digital environment to protect users, raising awareness, and building their digital capabilities and skills to engage with the digital world positively and appropriately.
The National Policy for Digital Wellbeing, launched by the UAE government in 2021, comes as a response to one of the pillars of the National Strategy for Wellbeing, specifically the pillar related to safe, purposeful, and positive digital communities.
 

Policy Objectives

  1. Build the capabilities of various society segments and boost their digital literacy skills.
  2. Promote positive digital behaviors and create a positive digital citizenship.
  3. Protect users from potential risks arising from dealing with suspicious entities or exposure to piracy. 
  4. Provide guidance and encourage community members to use positive content and report inappropriate content.
     

Priorities & Key Components

  1. Digital Capabilities.
    • Includes raising awareness, educating, and increasing digital knowledge among different segments of society.
  2. Digital Behaviors.
    • Promote positive values and behaviors in the digital world, avoid reputational harm or incitement, manage time online, and have a healthy balance between digital life and real life.
  3. Digital Relationships and Safety (Digital Communication).
    • Develop and enact legislations that align with the evolving changes in the digital world to protect users from potential digital risks, as well as cooperate with service providers and technology companies to activate and facilitate user protection security options on their platforms.
  4. Digital Content.
    • Encourage the proper use of the digital world, positive content, and useful and correct information to reduce exposure to inappropriate content that incites violence or hatred.
       

Expected Outcomes

  1. Promote higher awareness and responsible use of technology and internet applications.
  2. Empower different segments of society, including senior citizens, children, and People of Determination, by building their digital capabilities and skills to adapt to the evolving changes of the digital world, leading to avoiding potential risks and enhancing digital life. 
  3. Put in place frameworks to protect users and their data in the digital world, resulting in increased trust in digital transactions and services.
  4. Creation of robust digital infrastructure in the UAE to further attract global institutions and companies with the aim of enhancing the digital economy in the long term.
