The Policy for Protecting People of Determination from Abuse was issued in 2019 as part of the UAE Federal Government's efforts to improve the quality of life for People of Determination, both citizens and residents. It reflects the government's commitment to enhancing social solidarity, establishing equality and justice in society, and providing a safe and inclusive environment that enables People of Determination to actively participate in the community.
This policy aims to prevent abuse against People of Determination, facilitate early detection, develop intervention methods, and rehabilitate those who have been subjected to abuse. It also seeks to promote a culture of respect, tolerance, and community awareness about the importance of integrating People of Determination to build a cohesive society that cares for them and protects them from any discrimination or abuse.
The implementation of this policy is expected to further empower People of Determination, provide them with more opportunities to participate in sustainable development, enhance their sense of belonging and dignity, reduce any psychological impacts they may face, and involve them in building a more cohesive and supportive society where they feel their role is valued.

1. Protect People of Determination from abuse and empower them, along with their families and other caregivers, to address cases of abuse. 
2. Empower People of Determination to stand up for themselves in cases of abuse. 
3. Identify signs of potential abuse that People of Determination may face at an early stage. 
4. Enhance the number of national professionals trained in recognizing and addressing abuse, and improve their effectiveness in preparing vulnerable People of Determination to handle abuse.
5. Deliver suitable rehabilitation programs for People of Determination who have endured abuse, with the goal of alleviating its effects and facilitating their recovery.
    

1. Protection against abuse
   • Develop a legislative system aimed at safeguarding People of Determination from all forms of abuse.
   • Establish clear mechanisms to protect and empower People of Determination against abuse.
   • Setup a comprehensive database cataloging various forms of abuse and its associated factors. 
2. Early detection of abuse
   • Develop clear procedures for the detection and reporting of all forms of abuse.
   • Implement a monitoring system for service providers to ensure the early detection of abuse cases against People of Determination.
3. Intervention and rehabilitation
   • Provide rehabilitation and intervention programs for People of Determination who have experienced abuse.
   • Unify intervention and rehabilitation strategies implemented across service providers.
   • Ensure sufficient support for abused People of Determination from both families and community groups.
      

1. Enhance the sense of safety among People of Determination and their families nationwide.
2. Improve the People of Determination’s quality of life.
3. Integrate People of Determination into various community programs.
4. Enhance the mental health of People of Determination.
5. Empower and enhance the efficiency of those working with People of Determination in dealing with them and the challenges they face.
6. Instill trust amongst parents of People of Determination in the services provided by the Ministry of Community Development for their children.
    

People of Determination of different age groups in the UAE, including citizens and residents, parents of People of Determination and their caregivers, centers specialized in serving People of Determination, and providers of medical, social, and adapted sports care for People of Determination, whether they are professionals, family members or community members.
