Introduction

The UAE Policy for Advanced Industries was issued in 2019 to support the growth of the manufacturing sector in the UAE and to continue economic diversification efforts. The policy focuses on industries that keep pace with the developments and applications of the Fourth Industrial Revolution, with the aim of enhancing the level of manufacturing in the country and spreading the Fourth Industrial Revolution across its various sectors, thereby supporting the growth of the manufacturing sector in the UAE.

The policy is aligned with and relates to three types of frameworks: firstly, general national strategies; secondly, more targeted national strategies; and thirdly, international guidelines and directives.
Achieving the strategic goals of the policy and providing key enablers allows for the innovation of a new model for local manufacturing, which will lead to the development of advanced industries in the UAE.

Policy Objectives

  1. Stimulating the business sector to adopt and develop future industrial sectors and modern technologies:
    • Identifying future activities and sectors.
    • Determining and focusing on the country's contribution to the global value chain of industries.
    • Developing relationships and cooperation between the government sector, the private sector, and industrial free zones in the UAE.
    • Enhancing the potential for economic integration and building industrial clusters to reduce costs and boost productivity.
    • Encouraging specific industrial activities with a high likelihood of success through incentives and facilities.
    • Supporting the establishment of startups in the industry.
  2. Enhancing the role and capacity of Emirati industry to compete in global markets:
    • Opening new export and import markets.
    • Forming new international economic relationships and solidifying existing ones.
    • Promoting national industries locally, regionally, and globally.
    • Raising the standards and specifications of existing factories, their products, and services.
    • Obtaining accreditations for Emirati industries.
  3. Transitioning towards a clean and sustainable industry:
    • Establishing industry standards that ensure the use of low carbon emission technologies and efficient resource use (circular economy).
    • Creating industrial clusters based on green industry and clean energy.
    • Raising awareness about sustainable industrial product consumption options within the country and encouraging sustainable consumption.
  4. Attracting exceptional talents and creating suitable job opportunities for Emiratis:
    • Attracting local talents to work in the industrial sector.
    • Encouraging the private sector to provide job opportunities for citizens in future professions.

  6. Increase reliance on advanced skills for advanced industries.
