Introduction

The Youth Housing Awareness Policy was issued in 2020 with the aim of educating young Emiratis and providing them with the necessary information on all stages of house construction, enhancing their knowledge, and equipping them with the needed expertise. This policy is considered a top priority of the UAE Federal Government and represents a pioneering step towards empowering the nation's youth, activating their role, involving them, and giving them the opportunity to contribute constructively to achieving the UAE’s strategic goals, as they are the nation's most valuable asset, the largest demographic group in the UAE, and the main pillar for achieving sustainable development goals.
The policy requires all young Emiratis (18-35 years) applying for housing support from federal and local housing programs in the UAE to complete a course on the basics of house building as a main condition for housing support eligibility. The policy aims to educate and inform youth on available housing programs in the UAE, facilitate the construction process, and make them aware of modern building methods and techniques to ensure high quality in buildings. It also aims to avoid delays in construction projects and contribute to reducing the cost of building a house by educating young Emiratis on the construction process.

Policy Objectives

  1. Acquaint youths with the available housing programs in the UAE, the key requirements, and the eligibility criteria.
  2. Facilitate the construction of houses.
  3. Educate youths on modern construction methods and techniques to ensure the construction of high-quality properties.
  4. Reduce delays in construction projects. 
  5. Contribute to decreasing housing construction expenses by educating youths on construction procedures.
  6. Simplify the process of obtaining approvals from the relevant authorities.
  7. Increase the effectiveness of housing benefits disbursement throughout the various stages of the housing project. 
  8. Increase the percentage of youths who complete housing projects.
  9. Enhance youths’ negotiation skills to better deal with construction experts (consultants, owners, contractors) and assign responsibilities.
     

Priorities & Key Components

  1. Provide electronic content for the youth training course on the basics of housing construction, in collaboration with relevant federal and local housing authorities. 
  2. Require the youths to undergo a training course on the basics of housing construction to develop their abilities and knowledge of the key requirements to constructing quality housing.  
  3. Enhance overall housing development in the UAE, and ensure that the youths benefit from government housing programs. 

Expected Outcomes

  1. Enhance youths’ understanding of construction requirements.
  2. Increase the percentage of completed housing projects that benefit from government support.
